Body cam footage of fatal Chicago PD shooting

As more and more American police departments use body cameras, these videos will be more commonplace. Some uninformed thoughts:

• 18 year old guy stole a Jag XK8, no weapons, shot in the back, dead.
• There's a new CPD policy barring shooting if the only threat to the cop is the moving car itself.
• How could you not shoot if there's a car speeding towards you?
• Mysteriously, all the footage is there except of the one cop shooting the suspect in the back. Mystery.
• There's talking after the shooting that could be interpreted as them "getting their story straight", or not.
• There's advice from fellow cops to the shooter to stop talking while the camera is recording.
