OK, i watched that twice & listened very closely the 2nd time because i'm still confused; "winning" the plane is never mentioned (or do i not understand what a "raffle" is?). the 500-peso tickets raise money for health care/social security, but what happens to the plane on Sept 15th when the raffle ends? does an ordinary citizen who spent $23 on a ticket now own a $120MM jetliner? Gotta do some searching now...
