I have to agree with Mr. Moore on his decision to cut this out. I think prison reform falls somewhere between this and the US prison complex. I remember seeing a documentary on the Canadian system where they essentially place several prisoners are asigned to a separate dorm. They are responsible for their own cooking, cleaning , work chores and they do not intermingle with other inmates. The grouping is diverse (so for example: there would be one gang banger, a white supremacist and so forth) so there are no discernable gangs mentality and all prisoners need to work together as a cohesive unit.
